Title: Program Coordinator – Indonesia Rule of Law Program

THE POSITION

Working under the supervision of the Program Manager, Strategic Initiatives, the Program Coordinator will be the focal point in the Netherlands for the IDLO rule of law program in Indonesia.

In particular, the incumbent will undertake the following tasks:

· Manage the coordination of work and information within institutions involved in the Indonesia Rule of Law Fund;

· In close cooperation with the supervisor and relevant IDLO Departments and Divisions, ensure compliance with program contracts and subcontracts;

· Manage daily program implementation issues, including revisions to project design and work plans, identification and recruitment of experts, and budget controls and financial forecasts;

· Draft implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, monitoring reports, and others;

· Identify and report in a timely manner any difficulties or possible changes in project strategies, objectives, results, or activities, and make recommendations for timely and optimal course corrections;

· With guidance from the supervisor and in collaboration with the Human Resources & Learning Division, manage the timely identification and screening of program consultants/contractors as well as the processing of contracts;

· Collaborate and communicate regularly with the Finance Division in order to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor;

· Oversee and/or provide support for the day-to-day administrative and logistical requirements of the program, and in coordination with relevant program associates;

· Contribute to the drafting of donor narrative reports and status reports;

· Coordinate and provide strategic input into the work of consultants assigned to the program;

· Collaborate with the Impact Assessment & Learning Unit on the evaluation of programs, including the development of evaluation indicators and tools, conducting field evaluation missions, and preparing evaluation reports and briefs;

· Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts;

· Design, research, draft, and edit legal working papers, memos, briefs, and other original materials in the field experience, and utilize these materials for the development of relevant outputs;

· In line with programmatic work, provide policy guidance and recommendations for improvement of various legal systems and institutions related area of experience;

· In coordination with the supervisor and in collaboration across the Program Hub, identify new program opportunities; develop proposals or concept notes aimed at innovatively expanding IDLO’s program portfolio;

· Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research;

· Under the guidance of the supervisor, build relationships and liaise with donors, beneficiaries, and other external stakeholders, including through face-to-face meetings and the preparation of reports and briefs;

· Represent the program at internal events and meetings at IDLO Offices, or externally as directed by the supervisor;

· Be available for periodic visits to the field;

· Actively identify both internal and external clients to whom services are provided and seek to understand and address clients’ needs and expectations with effective and appropriate solutions; and

· Perform any other similar duties as requested by the supervisor.

 

IDEAL CANDIDATE PROFILE

Education

· Minimum of a university degree in Law, Social Sciences or other related studies;

 

Work experience

· The ideal candidate should have 3-5 years of experience in overseeing programs and maintaining stakeholder relations. Professional experience in international setting (UN, IGO, international NGO) is essential;

· Experience in rule of law programs is highly desirable;

· Experience working with the Dutch Knowledge Platform on Security and Rule of Law is desirable;

· Experience in Indonesia and South-East Asia is desirable;

 

Languages

· Fluent oral and writing skills in English is required; working knowledge in Dutch is essential;
