The Human Rights Alternative Reporting Cycle is a step-by-step guide through the United Nations human rights reporting process for NGOs. It supports more effective advocacy for NGOs at the United Nations and in the follow-up of UN conclusions.

It has been developed as a result of a multi-year cooperation of the Netherlands Helsinki Committee with NGOs in Kyrgyzstan and Tajikistan, but is based on world-wide experiences and is applicable to reporting and advocacy on any country.

The manual presents these steps in a simple cycle. Each step comes with specific questions NGOs should think about and tips and tricks for NGOs to use. This is complemented by practical exercises. Using the guide can make a substantial difference in the quality of the work being done, and, ultimately, in the advocacy undertaken.

The Human Rights Alternative Reporting Cycle is a guide that is most useful for NGOs engaging or wishing to engage in the United Nations human rights reporting processes. It is for NGOs with little or no experience in using the system, as well as more experienced NGOs. For less experienced NGOs, it provides a basic introduction on human rights and how to work with the United Nations human rights system. NGOs with more experience will find the complete overview of steps very helpful for their work. The selection of tips and tricks can provide new and additional insights. Exercises in the guide help shape communication plans, timelines, stakeholder analysis and advocacy messages.
